Vetting an insulation installer's licence: what to actually check
I spent an hour last month under a house in Northcote, torch in hand, looking at batts someone had jammed sideways into a wall cavity with the vapour side facing the wrong way. The homeowner had paid for a "certified" install. When I asked what certification meant, she showed me a business card. That was it. No licence number, no insurance certificate, nothing that would hold up if the ceiling caught fire six months later.
That's the uncomfortable truth about insulation work in Australia: unlike electrical or plumbing trades, there's often no single licence that says "this person is allowed to install insulation." It falls into a regulatory gap that varies wildly between states and between insulation types. Knowing what to check — and what a lack of paperwork actually signals — is the difference between a warm, safe roof cavity and a fire risk sitting above your ceiling for the next twenty years.
Why insulation licensing is patchier than other trades
Electricians need an electrical licence. Plumbers need a plumbing licence. Insulation installers, in most Australian states, don't need a trade-specific licence at all for standard bulk insulation like glasswool or polyester batts in an existing home. What you're actually checking for isn't one licence — it's a stack of adjacent qualifications and compliance markers that, together, tell you whether the installer knows what they're doing and is accountable if something goes wrong.
The exception that matters most is loose-fill insulation involving asbestos-contaminated products, and any job that touches downlights, exhaust fans or electrical cabling in the ceiling space. That's where a licensed electrician needs to be involved, because insulation piled against a non-IC-rated downlight is one of the more common causes of ceiling cavity fires reported to fire services. If your installer says "don't worry about the downlights, we'll just insulate around them," that's a red flag worth stopping on.
The paperwork that should exist before anyone touches your roof
A properly run insulation business in Australia should be able to produce, without hesitation, a current public liability insurance certificate (usually $10-20 million cover), proof of membership or accreditation with an industry body such as the Insulation Council of Australia and New Zealand (ICANZ) for the product manufacturer's installer network, and — if the job involves any electrical disconnection or reconnection around downlights — a licensed electrician's details separate from the installation crew.
Ask for the product data sheet too. Batts and blow-in insulation carry an R-value rating tested under the National Construction Code's referenced AS/NZS 4859.1 standard for thermal insulation materials. A legitimate installer will hand you the manufacturer's compliance sheet showing the tested R-value, not just a verbal claim of "R6" scrawled on a quote. I've seen quotes where the R-value listed doesn't match anything the manufacturer actually produces — that's not a typo, that's someone hoping you won't check.
For loose-fill or blown cellulose products specifically, ask who is doing the blowing and whether they're trained on the specific equipment. Under-dense blown insulation settles over time and can lose 20-30% of its rated R-value within a few years if installed too loosely — a manufacturer-trained installer knows the target density; a subcontractor working for a volume-driven aggregator often doesn't.
The safe distance rules almost nobody checks
This is the one I'd put at the top of my own checklist. AS/NZS 3999 sets out clearance requirements around heat-generating fittings — recessed downlights, exhaust fans, flues — and the required air gaps depend on whether the fitting is IC-rated (insulation contact rated) or not. A non-IC downlight needs a minimum clearance from insulation, typically around 200mm depending on the fitting, with a certified guard used if that clearance can't be maintained.
Here's the practical test: ask the installer directly, "what's your plan for the downlights?" A competent installer will either confirm your downlights are IC-rated (and show you how they know) or recommend swapping to IC-rated fittings, or fitting the required downlight guards before insulation goes anywhere near them. If the answer is a shrug, walk away. This single failure point accounts for a disproportionate share of the insulation-related house fires that turn up in fire authority incident reports, and it's entirely preventable with a five-minute check before the batts go in.
I'll say something a bit blunt here: the bargain-basement insulation top-up ads that flood letterboxes around EOFY tend to be the worst offenders on this exact point, because they're volume businesses paying installers per-batt, not per-hour of careful work. Cheap isn't automatically bad, but cheap-and-fast around downlights is a genuine risk, not just a comfort trade-off.
Reading a quote for what it doesn't say
A thin, one-line insulation quote — "supply and install R4.0 ceiling batts, $X" — tells you almost nothing. A proper quote should specify the product brand and R-value, the coverage area in square metres, whether existing insulation is being removed or topped up, how downlights and exhaust fans are being treated, and whether ventilation for the roof space has been considered. If your home has a history of condensation in the ceiling cavity, a vapour permeability note should be there too, because the wrong vapour barrier orientation on the wrong side of a wall can trap moisture inside the cavity for years.
I'd also ask what happens to old insulation. If your ceiling was built before the mid-1980s and hasn't been touched since, there's a real chance of legacy loose-fill asbestos insulation product up there, and any installer worth using should ask about the age of the house before they quote, not after they've opened the manhole.

Where air sealing and insulation licensing overlap
A growing number of insulation jobs these days are bundled with air sealing work, and this is where the licensing question gets murkier again. Air sealing with expanding foam or caulk around penetrations doesn't require a specific trade licence in most jurisdictions either, but if the job includes blower-door testing to verify the sealing actually worked, you want someone trained on the specific equipment and reporting protocol, not just someone with a caulking gun and confidence. One thing I've noticed doing site visits over the past couple of years: the installers who are actually good tend to talk about the roof cavity as a system — ventilation, vapour control, downlight clearances, insulation type — rather than just "how many batts fit." If a quote treats insulation as a bolt-on product sale rather than part of the building envelope, that's usually a sign the crew is trained to install, not trained to think about your specific house.
What a NatHERS assessor's checklist tells you about quality

That's a useful independent benchmark even if you're not getting a full rating done. None of this needs to be adversarial. A good installer expects these questions and answers them without friction. Ask for the public liability certificate, the manufacturer product sheet with tested R-value, written confirmation of how downlights and exhaust fans will be handled, and a plan for existing insulation if it's being topped up rather than replaced. Get all of it in the written quote, not a verbal assurance on the day.
