Oncor, one of the largest Texas utilities, runs a residential solar program and a home-efficiency program covering HVAC/heat pumps, insulation and hot water — amounts are calculated per project, not a fixed published rate.

Not a published flat rate — calculated per-project by an approved third-party provider based on your specific system and home. CenterPoint Energy (a separate Texas utility) separately confirms a $50 smart thermostat instant discount, but other CenterPoint figures circulating online could not be verified on an official page.
Oncor's Residential Solar Program covers new solar and storage installs up to 15kW. Its Home Energy Efficiency Program covers HVAC/heat pump upgrades, insulation, heat pump water heaters and smart thermostats. Both are delivered through Oncor-approved third-party providers who calculate the incentive per project rather than Oncor publishing a flat rate.
Eligibility
Must be an Oncor (or, for the separate CenterPoint offer, CenterPoint) customer within that utility's service territory.
