Administered by the Massachusetts Department of Energy Resources (DOER) and Department of Public Utilities (DPU). SMART pays a fixed compensation rate per kWh of solar production over a set number of years, funded and capped by utility service territory. The Department of Public Utilities approved a SMART 3.0 redesign in May 2026, and DOER began accepting program-year-2026 applications from 1 January 2026, with a statewide capacity cap of 600 MW-AC for the year.
